Because "a website" means completely different things to different sellers. One quote might be five template pages with your logo dropped in. Another might include the copywriting, the Google setup, the automations that follow up leads, and someone actually thinking about whether it converts. Same word, very different jobs.
Plenty of cheap builds live on a builder's account. Try to leave and you find you cannot take the site, sometimes not even the domain. Always ask, in writing, whether everything will be in your name.
